Character Creation

Character Application: The relative 'power level' of a character. This is to help send an appropriate response force to missions. Generally a whole series TENDS to fall under a single tier, but there ARE exceptions (where the power between the main characters and the side characters is skewed, or where a series has a bunch of super people and a single badass normal archetype).
Tier 1 characters are allowed on missions of Rank D and up.
Tier 2 characters are allowed on missions of Rank B and up.
Tier 3 characters are allowed on missions of Rank A and S.
Note that if a GM is fine with allowing higher Tier characters on a lower rank mission, then it's their preorogative, and some lower rank missions are mostly comedic and non-serious, and power level should not be a concern. However, this is a good guideline to know whether or not your character fits in these missions.

VERY IMPORTANT NOTE: Just because a mission is B or A rank, does not mean your Tier 1 character is not allowed or useless. That is NOT how we do things. The Tier system is to avoid people sending out overkill characters on lower ranked missions and basically soloing the whole thing. Certain Tier 1 characters have accomplished in-series missions that would be A or S rank in PARADIGM and came out on top despite being alone and doing it themselves, such as the Belmont Family and Ryu Hayabusa. PCs should not feel 'left out' of a mission of high rank, their skills and the player's ingenuity will play for more than how much damage they can do.
SECOND NOTE: Tiers represent a bit more how overwhelming/potentially game-breaking a character is, not how much HP damage his best move can do. Highly-competent individuals with a vast library of skills/powers can be far, far more difficult to deal with in a mission than an an otherwise regular human with the ability to release a single highly destructive blast of raw power/magic at a high cost. Even characters who have accomplished the impossible may still be lower Tier because when the chips are down they are just REALLY good with a sword.
- Tier 1: Humans. Basically people who may have special abilities but by and large fall under the category of a human, vulnerable to human frailties and limitations, even if some cross a bit beyond them. People with powers or martial arts skills may still qualify as Tier 1 if they aren't otherwise COMPLETELY beyond human. Characters are this level can range from highly skilled but otherwise unremarkable individuals, such as highly trained soldiers or police offiers, to incredibly skilled martial artists. Also included are characters which have developed their bodies to the point others cannot, such as using ki techniques and the ability to run from roof to roof with relative ease. The deciding factor however is that they are still basically human, and can be killed by human means. Bullets, bombs, blades and weapons of the genre can still give them pause. This does not mean the character is weak, but they may be more vulnerable than some on the higher tier, and are more likely to deal with higher-end problem through persistence and the use of weaknesses rather than brute force, but this does NOT mean they are necessarily out of their league.
- Examples of Tier 1 Characters: Ranma Saotome (Ranma 1/2), Leon Scott Kennedy (Resident Evil), Ryu (Street Fighter), Ban Midou (Get Backers), Ryu Hayabusa (Ninja Gaiden), Aya Brea (Parasite Eve), Ryo Saeba (City Hunter), Katsuya Suou (Persona), Zero (Code Geass), Ricther Belmont (Castlevania).
- Tier 2: Superhumans. People who have a wide variety of skills/powers and are capable of some truly superhuman feats. Also enhanced humans, cyborgs, robots and aliens can fall under this category. How much damage they're capable of doing also plays a large role in this Tier. Characters of this category tend to be physically stronger, tougher, and able to dish out quite a bit more damage than any ordinary human can. Bullets and mundane weapons may hurt them, but they are by no means likely to die from those, and those characters who ARE still vulnerable to bullets can counter with massive destructive power. This Tier is more varied between defensive abilities, damage potential and a healthy mix of both. Most people who would qualify as 'Superheroes' fall under this Tier, due to their capacity to ignore the average grunt and their capacity to surpass general mortal limitations.
- Examples of Tier 2 Characters: Monkey D. Luffy (One Piece), Uzumaki Naruto (Naruto), Spider-Man (Marvel Universe), Lina Inverse (Slayers), Cloud Strife (Final Fantasy), Inu Yasha (Inu Yasha), Zero (Mega Man X), Alucard (Hellsing.. and Castlevania).
- Tier 3: Demigods. People who have truly abnormal abilities, and the ability to fight exceedingly dangerous beings, such as angels and devils or gods as equals. They can truly change a battlefield by just showing up. Tier 3 characters need a potent mix of offensive and defensive capabilities, a wide variety of generally high-end powers or attacks, and can generally make it hard for a GM to put blocks in their path that won't literally be insurmountable by other characters. These abilities can possibly be negated (Magic, Technology, whatever), but this does not change than when all things are even, these characters' combined abilities make them very difficult to stop or even slow down.
- Examples of Tier 3 Characters: Ryoko (Tenchi Muyo), Green Lantern (DC Universe), Kazuma (S-CRY-ED), Dark Schneider (Bastard), Kamui (X1999), Asura (Asura's Wrath), Locke (Locke the Superman), Nanoha Takamachi (Magical Girl Lyrical Nanoha).
