Appearance

Ciel usually dresses in a functional, paramilitary uniform from his WRO days, but demonstrates his individuality and special agent status by wearing a jacket over the uniform, allowing him both practical use in combat, and a more casual look to go about with less scrutiny. Also, he does enjoy looking stylish.

Personality

Ciel is a fairly calm and collected guy. He projects an aura of confidence and usually manages to keep a cool head in even stressful situations. He has managed to do this so well, he responds to shock or anger with a dry wit and an acerbic tongue. Ciel has become quite the deadpan snarker in his life, likely to throw a veiled or overt insult at a situation or opponent, both as a means to get them off their game or as a way to point out the ridiculousness of the situation.. or their goal. He spares no one this dry and sharp wit, not even himself, as he's quite good at self-deprecation.
Partially due to this, Ciel has a no-bullsh*t attitude towards most people and situations. He usually does not let people live in self-delusion (the poop will not be allowed to stack up before he kicks it down), and he doesn't let people entertain unattainable goals. While he isn't mean spirited, he usually responds to grandiose, dream-like goals or clearly unrealistic expectations with lines like 'And then what?' or '...so?', usually by reflex.
This said, he isn't a mean individual or even particularly callous or aloof. He's quite capable of taking time out and 'chilling', but he has a life-long military career shaping his background and is normally job-oriented, and focused primarily on the bottom line. Get Rich, or Die Trying. He has a strong set of morals, though, which means he wouldn't associate with terrorists or dangerous or callous individuals, and is quite quick to cut through any terror-based of self-aggrandizing ideology.

Background

Ciel is the first born son of Cloud Strife and Tifa Lockhart. As the first born, he was originally showered with attention, until the twins were born. Growing up, he was the archetypical older brother. Picking on his younger siblings, occasionally asserting his dominance by just being bigger and stronger, but standing up for them when things got rough with people from outside the main family unit. Typical stuff, really.
When he grew a bit older, Ciel had heard of his parents' adventures, mostly about the Deepground Rebellion and the Geostigma crisis. He wondered how two people who did so much could be content with just a life as a bar owner and delivery man, so he wanted to live his own adventures. After getting his father to train him in Materia use and combat, Ciel left the family home, moved to Midgar, and enlisted as a member of the WRO. Beginning with superior training and the ability to use Materia was a huge step up for him, as he outshone other students at the academy, and rose through the ranks quickly, becoming one of the Special Forces from the WRO, usually sent in to clean up monster outbreaks.
During this time, Yuffie Saotome started insisting to her old friend Cloud that her first born should marry his first born and started trying to arrange a marriage between Ciel and Izumi, partly due to the amount of attention she was getting where she was and partly because it'd be a way to marry into the family. Or so we assume, the subject became a running gag from which both Izumi and Ciel are unsure where the lines of 'joke' and 'truth' are.
Eventually, he moved to a facility where other Special Forces soldiers for the WRO were working. When there, he met Dr. Shalua Rui, and her two primary enforcers, Sof and Aur, who were part of her on-going experiment to recreate a group of perfect soldiers. She had requested Ciel's transfer, as he was Cloud Strife's first born, and he was the only man that had correctly bonded with the S-Cells who had ever had children, and that made Ciel a prime candidate to receive a similar treatment. She attempted to bond the S-Cells to Ciel as part of an experiment, during which his body reacted with a shock, and he had to be kept in a healing tank. Unfortunately, that's when the lab was attacked by the J Revival forces.
Sof and Aur were taken by the Deepground renegades, but the WRO forces responded to the lab's distress call, allowing them to rescue some of the workers there, and Ciel as well. He was taken back to the WRO HQ, and placed under the care of Vanessa Valentine, who made sure Ciel was brought back to full fighting force and back to health over the next few weeks. However, Ciel was now a target for people, specifically Sof and Aur, who knew of him and what was going on with the S-Cell experiment, so president Reeve Tuesti arranged for Ciel, when he recuperated, to be used as a monster-killing specialist, often used to remove odd or empowered monsters from civilian or WRO-controlled areas.
With the recent arrest of Sof and Aur and subsequent detainment, president Tuesti recommended him for PARADIGM, where he was accepted due to his exemplary service record and his quite notable combat prowess. The fact most of his family also works for them was just an added bonus.

Special Abilities

Gunblade Specialist: Ciel is the WRO's premier Gunblade Expert, having mastered this difficult weapon and using it like SOLDIERs used to use swords and how most other WRO soldiers use firearms. Ciel is able to wield the heavy and dangerous weapon with either one or two hands, making the most of the weapon's massive firepower and heavy hit to be a threat at both long and short range. He is very agile even while using this weapon, and usually retorts to any comment about the apparent lack of functionality of the weapon by either proving them wrong, or, for less antagonistic critics, pointing out if they had an ounce of talent the weapon is basically flawless.
Materia Use: Ciel was shown by his father how to use Materia, and has gone about collecting what Materia he could while working for the WRO. Being a special agent who went up against monsters, he has also gotten his hands on whatever they were willing to assign to him. Ciel is 'naturally' gifted with magic, and can use Materia like most people can use any tools.
Limit Breaks: Can only be used when Ciel has taken quite a beating, allowing him to unleash his full power in a series of potent and exceptionally dangerous attacks.

Powers & Merits

S Cells Infusion: Ciel is a survivor (and successful test subject) of an S Cell infusion in his body, which reacted like the Mako Infusion old SOLDIERs received, but also increased his physical and mental capacities, making him naturally more gifted at Materia use, as well as enhancing his endurance and reflexes. While superficially, the results are similar to the Mako Infusion former SOLDIERs had, internally the effects are different, and have less negative side effects.. at least for now. Ciel qualifies in all ways as a Super-soldier, basically impossible to fatigue and capable of matching blows with any other so-called Super-soldier on his own.

Merits

Ability Aptitude - Biking (1pt): Ciel is an incredibly gifted bike rider, able to do stunts and incredibly risky maneuvers, as well as high speed chases, without ever REALLY risking himself due to his skills.
Graceful (2pts): Ciel's enhancements have done wonders for his agility and reflexes, allowing him to be as sharp and swift as any person can be.. and then some.
Ambidextrous (2pts): Ciel is able to use both arms as if they were his 'good' arm, and is able to fight without a problem using either hand, or both hands.
Daredevil (3pts): Ciel is at his finest when taking risks, such as fighting in a perilous areas, or when doing a motorcycle stunt.
Clear-Sighted (2pts): Ciel is very sharp, and his 'natural' magical affinity makes him quite sharp when it comes to illusions and deceptions of that nature.

Unique Items

Ciel's Gunblade, Excalibur.

Gunblade - Excalibur: Ciel's specially made Gunblade, Excalibur, is a top of the line, high resistance Gunblade. It has two firing modes, long range, and explosive bullets. Ciel barely ever uses the long range mode, since he is far more adept at close range combat, but he has mastered the use of the Gunblade to the point where he can fight with it one-handed and even use it to block enemy fire. The full power of the Gunblade is used when activating one of the explosive rounds, sending a powerful shockwave and explosive forces through the blade, allowing for the hit to cause much more damage than just the swing of the blade. The Excalibur's special design also allows it to use electric rounds, letting Ciel strike with an added dose of lightning in lieu of the explosive force, especially useful against robotic or mechanical enemies.
Shinra Alpha: An old but still incredibly effective piece of armour, the Shinra Alpha arm guard serves as protection against enemy attacks and has Materia Slots, allowing Ciel to use Materia like an old-school SOLDIER.
Protect Ring: An item Ciel got from his missions as a monster killer, the Protect Ring, when activated, casts Protect and Shell over Ciel, allowing him to resist physical and magical attacks to a degree.

Materia: As an adventurer and a WRO agent, Ciel has managed to get his hands on some Materia, and some was assigned to him, although it DOES belong to the WRO until he makes it replicate itself.

Items Of Note

Ciel's Jacket: Stylish and comfortable jacket, can be dual-layered for time spent in cold climates or while climbing a mountain or the like. It's also lightweight and flexible enough that he can fight in it without losing mobility.
Customized WRO Uniform: Former SOLDIER top, along with appropriate belt and pouches for storing items and equipment.

Weaknesses & Flaws

Mako Risk: If Ciel is ever exposed to more Mako directly (like falling in the Lifestream), it can seriously damage both his body and psyche from a Mako overdose. This can also conceivably be weaponized against him.

Flaws

Compulsive Speech (1pt): That 'deadpan snarker' attitude he's so proud of can and has popped up at the worst times. Sometimes (most times) he can't help himself.
Nightmares (1pt): Ciel has a hard time sleeping, which is why he prefers working. He remembers the effects of the S-Cell infusions when he sleeps, so he tends to wake up often and unpleasantly.
Amnesia (1pt): Some events from Ciel's past are missing to him. While he remembers his family, some of the emotional attachment has vanished due to the mental trauma of the S-Cells. As such, even they aren't immune to the acerbic wit, and he has forgotten some less important people. Some of his own past is made up in his head.
Otherworldly Taint (2pts): Ciel's eyes are very obviously Mako glowy, marking him as a SOLDIER in a time where there are no more SOLDIERs. This makes him stick out like a sore thumb even when not on his world.
Enemy - Ain (4pts): Ain is very definitely after Ciel, due to their shared genetic origin. Since retaking those cells would make him stronger again, he is very much interested in getting his hands on Ciel, and is a CONSIDERABLY more dangerous individual than Ciel himself is.
