Cipher Pol is a series of World Government organizations. Cipher Pol 3 has always been associated to the Von Kill Family of Celestial Dragons.

History

The various Cipher Pol cells are stationed throughout the world and investigate for the World Government. They supplement the Intelligence Branch of the World Government's Marine forces, but seem to operate more as a counter-insurgency agency that also has more general law enforcement duties. If they encounter pirates, they will apprehend them, but, as an agency, Cipher Pol seems to focus more on political threats to the World Government than more generic criminals. So far, the CP agencies seen on the Grand Line are CP5, CP6, CP7, CP9 and CP-0.

There are eight official Cipher Pols that are numbered from CP1 to CP8 with two unofficial units, which are named CP9 and CP-0. Cipher Pol No. 9 has the license to kill any citizen that does not cooperate with the World Government or acts in contrary its the interests. Because such a radical method of applying justice by the World Government should not be common knowledge, this group is a top secret organization.[2] CP-0 is apparently more powerful than the CP9 as they are called the world's strongest intelligence.

In order to exceed the limits of the human body, CP9 agents receive special training since their childhood. In order to become a full-fledged member of CP9, the agents must master a martial arts style that is called Rokushiki. The training also has somewhat of a mind-molding process so that Cipher Pol agents only learn how to be assassins and that this is their only profession.

Purpose

Cipher Pol 3 is generally speaking, just another branch of the higher Cipher Pol organization. They perform intelligence, espionage and assassination missions for the World Government. They are quite skilled at their job, and with the addition of the Lupara Gang to their numbers, they can carry out their tasks incredibly well. As a group, they function adequately, but separately, the Cipher Pol 3 Agents are all individually extremely competent, so most of their missions are done solo or as the Lupara Gang.
This is a front, as every single member of CP3 is loyal to Von Kill. The Fricker and Gilberto families have been retainers of the Von Kill lineage for generations, Lupara's only acknowledged failed heist is from attempting to steal the Von Kill Dynasty Jewels, and Undertaker's power comes from Von Kill's Devil Fruits. They are working within the World Government, but always on behalf of Von Kill, both before and after he left the Celestial Dragons. They continue to accomplish missions all to set up what Von Kill wants, and are being suspected of this by their superiors, making them a target for intelligence gathering.

Known Members

  • Alberto Fricker: 'The Killer'. Leader of CP3 and a retainer of Von Kill. Earned his nickname by doing a lot of Wetworks for the World Government.
  • Kathryn Banbury: 'Scars'. Follower of The Killer. A formerly hopeful agent, now bitter and devoted to her cause and her boss.
  • Rose Uliano: 'The Undertaker'. The strongest of the group, and the least spy-like among them, making her the best at it.

Lupara Gang: A group of former criminals who were assigned to CP3 for their punishment. Those three work better as a team than alone.

  • Arsenio Lupara: 'The Third'. The self-proclaimed world's greatest thief, and CP3's best acquisitions expert.
  • Ignatio Gilberto: 'The Cutter'. In the running for the World's Greatest Swordsman, and comrade of Dom Francisco.
  • Juliana Dack: 'Rifleman'. Arguably the best markswoman in the world, and a long-time friend of The Third.
