Known Members
- Von Kill D. Vindel: The ruler of the Von Kill Empire and one of the Celestial Dragons of the World Government. One of the most dangerous men in the world.
- Tanjihad Faction: Three Kingdoms united under an Emperor who believes he is better suited than the World Nobles. They are the main naval force and weapons providers.
- Hellrider Posse: A group of outlaws who took over the Lone Star Gulch Peninsula. Use very modern firearms, and operate as train robbers. Used for smuggling and deal-making.
- Randulfus Order: A group of knights, bound by oath to Von Kill. They are brave and noble warriors, the brunt of his land armies, and the vanguard against the Marines and the World Government.
- Los Quatros Fabulosos: A group of influential and powerful revolutionaries, with control over a fraction of the Von Kill Empire. Currently incarcerated.
- Cipher Pol 3: Formerly working for the World Government, Cipher Pol 3 is loyal to Von Kill due to his status as a Celestial Dragon.
- Heiwakun: New Model Pacifistas, used as Shock Troopers.
- Cobrakai: Easily programmed soldiers with varying Devil Fruit abilities.
