Appearance

Richter bears an uncanny resemblance to his father, so much so that on at least one occasion he was mistaken for him while dealing with one of Sculdich's old accomplices and if he sneaks up on his mother, she just about has a heart attack. The only major difference is his build. He's quite a bit more cut than his father, and can honestly boast a six percent body fat and can bench 150% of his body weight. In fact, if you can ever get him shirtless, he looks like something out of a cheezy kung fu flick. He also has a simple tattoo of the word "Schuld" tattooed in an old English script spanning between his shoulder blades.

Personality

Richter has a very can do attitude, though he is very mellow. If something needs to be done, he just nods and gets it done. He's popular amongst his peers and very good with people. He's just so damned likeable. He does hold himself to somewhat unrealistic goals of honor and duty. He enjoys his relaxation though, and doesn't -usually- work himself ragged. He enjoys a good drink with friends (so long as it's cheap!), a good movie or just some noodles at a cart after his shift. He depends on his mother's approval and happiness. If she's not happy, he will go out of his way to do whatever it takes to get her to smile.

Background

Richter is the product of a pretty unwholesome mating. Some time after the events of Weiss, Schuldich began consorting with Machiko Maeda, who was a young heiress to a successful company. She was quite taken with the German, and was pretty easy for him to manipulate, since he's a dirty bastard. He intended to use her for some of her connections and money. I'm not going into it, but let's just say...he found some other uses, and when she outlived her use, as customary she was to be dealt with. Schuldich did not oversee the actual disposal, and learned that she somehow survived the staged mugging gone bad. He also discovered from the medical report that she was pregnant. Perhaps he thought she served as no threat to him, or perhaps he felt some twinge of compassion for his offspring, we'll never know, as his part in this story ends here.

Machiko decided to keep the child, despite her unsavory dealings with the manipulative German. However, her 

family disowned her and ceased any dealings with her. She raised the boy as any loving mother would. He was a good child, and rarely, if ever, gave his mother any trouble. He was active in school sports and clubs, had good grades and helped around the house. But as he grew older, he looked more and more like his father, a painful reminder for his mother. By the end of it all, she had figured out what Schuldich had done to her, and rightly feared him, and having a miniature version of him living with her was hard on her. She did her best to make him into a good, compassionate person and he was showered in affection.

Early in his childhood he expressed interest in martial arts, so he could 'protect mom', and Machiko was 

happy to have him train in Aikido at a local dojo. Richter had to over come many prejudices, being a very skinny kid that looked very European, but his determination to do right by his mother was strong and he did well in his training. His schoolwork was also quite good, he wasn't really a genius, but his grades were always in the top ranks, and he floated between second and third in class for most of his schooling. His only desire was to make his mother happy, even though seeing him every day was straining his mother's heart, not that Richter ever picked up on this in school.

Richter has had his empathy as long as he can remember, he just never noticed it, it was natural to him. 

Perhaps this was why he was so sensitive to his mother's sadness. However, by the time he was in high school, he figured out he was the only one who could read emotions. Realizing the repercussions of this, he kept it completely hidden and worked in silence to control it properly. He learned over a few years that he could also read thoughts, and after a bit of cautious testing, that he could send messages into people's minds. While he kinda figured that the empathy might go two ways as well, he was hesitant to utilize it, and only tested it on trying to use the abilities to do harmless or helpful things, like making someone a bit happier or making them calm down. By the time he figured out the extent of his abilities, he was in his last year of school, and had a lot to think about. He had a very unique ability, and he didn't want to use it in unsavory ways.

After much thought and introspection, he decided he would join the police force and use his powers for the 

good of his community and country. He applied to and was accepted at Tokyo university to study law and human sciences. He applied himself well and graduated in the top five percent of his class, then immediately applied to the police force and began living in their provided dormitories, sending all his excess cash to his mother, to make up for him not being around to help her out. While living close quarters with so many other people, he earned how to turn off his empathy and telepathy, since sleeping was impossible with them on all the time. What he didn't know was that when he did this, it effectively made him invisible to anyone else with psychic abilities. He still has no idea.

After he moved out, and his mother had some time to think, she thought it best to tell him what she knew of 

his father. She told him of how he was a manipulator like she had never seen, and how he used her. She had no concept of his mental abilities, but Richter quickly drew the parallel. She told him of how she had nearly been killed, and that she could only assume it had been tied to the criminal dealings of his father. She also made a point to assure him he was nothing like his father, and she was proud of him, but after this revelation, he would always second guess himself, and fear falling into the same path as his father.

Just before his probationary period was finished, his mother began to fall ill, suffering from chronic 

anemia. She could no longer work, and Richter had to pay for her apartment and expenses himself. Instead of moving into his own place after his probationary period ended, he shacked up in one of the government provided apartments for police and service men, which cost him very little to live in and devoted his paychecks to keeping his mother healthy and well taken care of. He still visits her often and, despite her painful memories, she loves and is very proud of her son, though he still startles her sometimes.

Richter rose in the ranks quickly, his dedication to the force and degree in forensic science and law 

ensured him the position of Inspector. Richter was known for having a sharp eye, never give up attitude and the ability to get even the most taciturn criminals to confess their crimes. Richter had used his power from day one to make the weight of a criminals guilt too heavy to bear. Richter's record is flawless and he also succeeds in police extracurricular competitions, having achieved not only the standard black belt in judo many police officers have, but also having his third black belt in aikido. Richter does not compete in the marksman competitions, he finds them in poor taste and abhors guns.

Currently, Richter is living a comfortable life and is up for promotion to the federal branch. One only 

wonders how long it will be until his powers and lineage are discovered...
